Issue 51026 describes it all. That issue is marked "closed"
but the bug still exists.

In OOo Calc it also affects links to cells in another file.
E.g.: ='file://server/directory/file.sxc'#$'sheet'.P21

TM->HRO: Please have a look, it´s reproducible when using our own dialogs. When
using the system dialog, opening files via UNC-path works fine.

Win98 only default dialog works, workaround available -> P4 Retargetting to 2.4

Hennes,
our potential users will not search for workarounds. They will stop using our 
product and go to competing products that do not have such defects.
Please reconsider delaying the fix.

Even when using Win98/ME (which other product runs on such ancient platforms at
all???), when using the default (System file dialog) everything works fine.

I wonder how many potential customers use Win98 and rely on using the internal
file dialog and can't work with the system file dialog.

the problem is bigger than just Office-native dialogs - please see
http://www.openoffice.org/issues/show_bug.cgi?id=74820 and 51026, which 
specifies that double-clicking UNC-addressed file would not open it, producing 
error message.

Yes, the problem is still in OO 2.2.1.

I have experienced it for a very long time.
