I just created vq38 and wanted to add config_office to that CWS but cwsadd
"forgot" to add the subdirectory guw.

Here is what I think happened: The directory contained solenv and config_office
from a pre m185 version. The cwscreate with which I registered vq38
 `cwscreate SRC680 m187 vq38`
updated the existing modules to m187 but it didn't checkout the not yet existing
guw subdirectory.

After that I cwsadd'ed config_office and it tagged only the existing files with
cws_src680_vq38 and the _ANCHOR tag.

I'm going to tag the missing two files manually now, but the cwstooling should
prevent this problem from happening.

I had the same problem with solenv/jaminc. Also tagged manually.

cwsadd is obsolete.
