Followup to issue 55170 and the image preview infrastructure from the CWS pngperf:

JPEGs from cameras and other sources of high resolution images often contain
thumbnails of the full image. If the required preview size is smaller or equal
to the size of the thumbnail available in the JPEG then using the thumbnail
instead of the full image can speed up the image processing considerable. Even
when the full image was saved in progressive mode (see issue 67237) the
thumbnail is much cheaper.

JPEG thumbnails are available in either the EXIF table or the JFIF table.
