This is a follow-up to CWS jl40 where the behavior surprisingly inverted
(internal #135435).

As written in the documentation the directory "META-INF" has to ba all capital
letters. Ignoring this leads to a crash on Windows systems but is handled
gracefully on UNIX/Linux.

As the documentation is clear about this we can wait until 2.1 with the fix,
this is a RTFM.

Cannot reproduce. Also with "meta-inf" the extensions, which I tested, have been
installed.  However a lower case "meta-inf" is not officially supported.

On src680m199 (win) and OOF680m2 (lin) we have a freeze.

Automated test: framework/basic/f_basic_meta-inf.bas

Will attach bugdoc.

tested with OOF m4 on linux and windows and could not confirm. Maybe this only
occurs in the automated test.
