org.openoffice.Office.Jobs schema defines an Arguments property as extendable group. To be able to 
implement UI in a UNO task::XJob, the members of this group (e.g. of type string) should be localizable.

@obr:  Any specific target when you would need this?

No specific target, I found a reasonable workaround. 

However, in the meantime, I think the usage of xml:lang in non localizable
sections should lead to an error instead of silently doing the wrong thing.
