Please see attached "hint-screenshot.gif" - hint with page number and document 
title (circled in red) is very intrusive and annoying and it would not go away 
without user moving mouse away from the document.
Repro steps:
1. Open attached "testcase-for-hint.doc".
2. Position mouse pointer in the middle of Writer window and start scrolling 
mouse wheel. 
3. Scroll approx 1 page done and rest mouse - hint is obstructing view and not 
going away by timeout. It also reappears with every single scroll.

This is a feature...
The "ToolTip" occurs every time you try to scroll in the document. It shows you
the current Chapter heading of the shown text. At the beginning of the doc
there's a paragraph formatted as "Heading 1" and this will be shown in the ToolTip.

I think, that this issue was closed in vain. This auto-scroll-tooltip always
disturbs when scrolling the document through. IMHO this issue should be reopened.

IME it would be better perhaps to file a new RFE to make this configurable...
(just an idea).

It is nice to see this bug/RFE after fighting with this on a machine the other
day.  At least now I know how to turn it off.  :)

I like to leave some of the tool tips activated so I don't want them all off. 
Maybe it would be handy if the tips could be adjusted to time out quicker or
slower, depending on the usage.  At least being able to select and disable
certain tips.  I find the ~5 seconds to be a pain when searching through a document.

If the text is over a certain length it will cover key text in an file on the
screen that you are trying to read.  Also the text in the box is dependent on
what it figures is a header.  If you looking for some text by just scrolling,
now your text is covered with the wrong page info.

Seems to be a general UI feature, in CALC we have tooltips for row and column,
also in the Database View those scroll tooltips are visible.
