The cell formula "=VERSCHIEBUNG(A1;;2)" does not work in OpenOffice 1.0.1.
I am using the German version, so just for your understanding: This code 
translates to table:formula="=OFFSET([.A1];;2)" in the content.xml file.

The above code is automatically generated when opening a valid MS Excel 
document with the formula "=BEREICH.VERSCHIEBEN(A1,,2)".

I have found out that the formula to "=VERSCHIEBUNG(A1;0;2)" would work, but 
don't know whether the excel importer is broken or the original formula without 
the "0" is expected to work.

The bug/missing feature is, that Calc does not support empty function
arguments. The Excel import filter does not know the default values
for each argument (it's not always 0), so it imports an invalid formula.

As you have written, inserting a value solves the problem.
