The language packs for windows and linux for 2.0.3(rc6 and earlier rcs) are
missing the language-identfier for en-US.

It is 

OOo_2.0.3rc6_060616_LinuxIntel_langpack.tar.gz and
OOo_2.0.3rc6_060619_Win32Intel_langpack.exe    

instead of
OOo_2.0.3rc6_060616_LinuxIntel_langpack_en-US.tar.gz and
OOo_2.0.3rc6_060619_Win32Intel_langpack_en_US.exe    

Solaris versions are labeled correctly:
OOo_2.0.3rc6_060616_SolarisSparc_langpack_en-US.tar.gz  
OOo_2.0.3rc6_060616_Solarisx86_langpack_en-US.tar.gz

since this is an easy fix (simply (and if necessary manually) rename the files)
and there is another RC coming anyway - I set the target 2.0.3

(2.0.2 languagepacks had the label for windows and linux versions)

Having the en-US installation sets without their local name within the file name
is correct as en-US is OpenOffice.org default locale. All en-US installation
sets behave like that.

The answer is not complete or missing important parts/is wrong. Not all behave
the same..

If the en-US identifier should not be present for the languagepacks, then why do
the solaris packages have it?

IMHO the lanugage packs really should have the identifier to avoid confusion
(esp. since there are language-packs for other variants of english)

I change the target of this issue to 2.x. But I think a solution should be found
earlier!

en-US has been defined as optional part of the filename in
http://development.openoffice.org/releases/filenames.html

As proposed in OOo release status meeting today
(http://wiki.services.openoffice.org/wiki/ReleaseStatus_Minutes) I will add
en-US for all en-US builds (not only language packs) in 2.1.0rc2
