I created a new document, created a new outline numbering style, formatted the 
built in Heading, Heading1, Heading2...Heading10 styles.

When using the document, the Navigator worked fine.

Then after saving the document, shutting down OOo, reopening everything the 
next day, the Navigator will only show the Heading1 level (not the sublevels) 
even though the pop-up menu Heading Levels Shown is set to 10.

I have verified that this problem remains in 643.

Here is perhaps a better explanation of the problem also:

The Navigator's functions for working with headings are tied to the
paragraph styles assigned to levels 1 thru 10 via menu Tools->Outline
Numbering. The default is that paragraph styles Heading 1 thru Heading
10 are assigned to these levels. Simply put, the problem is that when
a document is saved, not all of the outline Level/paragraph
assignments are saved. Only the assignments for those levels that are
used in the document are saved. These steps show the problem:

1. Open a new text document.

2. Choose Tools->Outline Numbering to verify that Heading 1 thru 10
are assigned to levels 1 thru 10. Click cancel to get out of the dialog.

3. Type four paragraphs as follows and use the Stylist to assign styles:
         _Text_                    _Paragraph Style_
     First paragraph                Heading 1
     Second paragraph               Heading 2
     Third paragraph                Heading 3
     Fourth paragraph               Heading 4

4. Choose Tools->Outline Numbering to verify that Heading 1 thru
Heading 10 are still assigned to levels 1 thru 10.

5. Save the document. Close the document. Reopen the document.

6. Open the Navigator and select the Headings section. You should see
your four paragraphs listed there.

7. Select the fourth paragraph in the Navigator and click the Demote
Level button. Voila! Your paragraph has disappeared from the
Navigator. If you check in the Stylist, you will see that the
paragraph style that is now assigned to your fourth paragraph is
Heading 5 (which is the correct result of demoting it one level). The
reason that it has disappeared from the Navigator is seen in step 8.

8. Choose Tools->Outline Numbering. There you will see that only
Headings 1 thru *4* are now assigned. (These are the ones that were
"used" in your document when it was saved.) Levels 5 thru 10 have no
paragraph style assigned to them.-----That is why the Navigator
doesn't "see" your fourth paragraph after it was demoted to Heading 5.
If you reassign paragraph style Heading 5 to Level 5, you will again
"see" your fourth paragraph in the Navigator.

This is getting long, but I also noted a related problem. Please let
me know if I should open a separate issue for it. 

In the Tools->Outline Numbering dialog, there is a Format button where
you can save the numbering schemes that you create so they are
available for use in other documents.

The problem is that these are only saved until you quit OOo.

Thanks for your help in getting these matters resolved. Outlining is
an important part of many users' work.

I cannot reproduce this in OOO 1.1 beta2.

I checked this out with OOo1.1beta2 and it is still the identical problem.

I assigned paragraphs to the styles Heading 1, Heading 2, etc., closed
the document, and reopened it. Checking Tools->Outline Numbering
showed that the style assignments for any levels that were not used in
the document were lost. (That is, if the highest level used in the
document was level 3 [assigned to style Heading 3], then levels 4
through 10 no longer had paragraph styles assigned to them.)

Eric, are you testing on Win98 or with some other OS?

I'm really sorry I didn't understand your first description vorrectly!
Yes I can reproduce it (on every platform) but it is a duplicate of
the issue 12228.
