edit or create html pages for the new french site. Specifically, edit those 
pages sent by Guy Capra and create others as needed in French  for 
smooth navigation within the site.

accepted and nearly done. Guy has sent a new version that must be 
interpolated into current version. Has qa-ed the existing pages.
