create an index page for the lang project, listing leaders, contact numbers, 
etc.

accepted. Page is near completion, will go up when the fr. project is done

looking good; the only thing I'd do is we should add another column to the 
mailing list table, "List Owner".  As we know, the lang module owner and the 
native list owner will generally be different people.
