I've been trying to report some bugs about Issue Tracker's layout and component
descriptions, and I can't figure out which component and subcomponent to place
these under.

I've checked the subcomponent descriptions for framework->www, qa->www,
documentation->www, and everything else I can think of.  All of these "www"
subcomponents just have the description "Web Publishing Module", which doesn't
tell me which bugs I should report to them.

So, basically, you guys should figure out where Issue Tracker comments and bugs
should go, and shoud change the component and subcomponent descriptions to make
this clear.

You are right. If you come in with
http://qa.openoffice.org/issue_handling/submission_gateway.html
you cannot find it.

If you use the classic way
http://www.openoffice.org/issues/enter_bug.cgi
you will find
www: 	Covers website infrastructure and mail list functionality, such as
IssueTracker, bad links, dysfunctional mail lists.

http://www.openoffice.org/issues/enter_bug.cgi is the link "New" in the line
 New | Query | Reports | My votes | My issues
in the head of each issue and each query result list. It is the only way to file
an issue from there.
And it is the last link
 ... the classical way (for the fearless)
in the head of the ...issue_handling/submission_gateway.html way.

Regina, you are right, the pages about issue submission and handling are 
focussed on application / code issues.
There is a section about infrastructure issues in 
http://qa.openoffice.org/issue_handling/project_issues.html
Furthermore the description of the components www and website have been changed 
to guide users to the appropriate component.
That resolved this issue for me...
