For example: I have a bitmap and a (transparent chart area) chart above it. 
Although the bitmap is visible next to the border (some 10 or so pixels) of the 
chart, clicking there only selects the chart.

Also: How can I access "beyond the background" charts again? 

Also: Making charts beyond the background is not registered by the undo-
function !

Also: All Objects (inserted bitmaps for example) should have the possibility to 
be made transparent.

I will only answer your first request here.
I agree with you that is is very hard to target the backgroud graphic
(this is a generic problem with backgrounded item, I think).
But there is no real way to easy this this. At least none I can think of.
If you have a good idea please state and re-assign this issue to
bh@openoffice.org.

this issues main problem concerns foreground objects hiding each
other, specifically images and charts.

If I click on the image, the chart is selected if its border is in the
vicinity of the clicked location on the image.

This should be changable easily by not having a "hot area" for objects
which is bigger than the object itself.

talking about background objects: they can be handled like normal
objects except that clicking them doesn't select them but the cell
above it and that the cells are drawn above it. But the context menu
can feature the objects context menu additionally (via a sub-menu
"background object"); at least they can be selected via the Navigator;
this may do it as you don't like many items in a context menu, so
nothing has to change for background objects. But how about ring
(circular) context menus?...

We need to make selectipon of objects in Chart more easy. For the
moment selecting any object in a Chart (esp. background images) is
very hard to accompish (at least with the mous).
Frankly I have not really an idea to enhance this feature but I do
understand the pain of users.

This is nothing special about the chart. All OLE objects seem to have a click
sensitive range that is a little bigger than ithe objects size itself. The
selection sensitive range seem to include the selection handles.
->BH: Please decide wether the sensitive range needs to be shrinked to the
object size itself. Thanks.
