The wish is to assign newly typed text the language corresponding the current
keyboard language layout for spellcheck, as in Microsoft Word. 
Here is an example: 
Some Russian text, Switch to English keyboard layout, Some English text...
Initially Russian codepage is selected - so all the text is typed in Russian
before a keyboard layout is switched to another locale. And all this text must be
marked as Russian for spellchecker. It is natural.
After a keyboard is switched to English layout all text typed afterwards before
a locale is switched again is in English. So it is assigned English language.
And so on.
The only problem can be - sometimes somebody may want to change the match -
keyboard layout - assigned language locale. But this can be customized, thought
the default bechaviour would be nice to be set as I've described.

FT->CP: Can we do so? Is it possible to read-out the language of the
keyboard layout and choose the appropiate language?

cp->ft: this hasn't much changed since we talked about it. We already
have functionality to do so since the issue with the Korean quotes,
you remember ? ;-). However this does not work on Unix, only on Win.

This issue is only solveable under Windows but not under Unix.
Personally I vote for changing our behaviour under windows only (in
favour of Unix) since this feature seems to be heavy used with Windows
Office users.

Does that also apply to Mac OS X? if not, then this bug should remain
open as one that depends on Bug 21019.
