Currently it takes three operations to submit an issue, add keywords, and add an
attachment.  Other Bugzillas (such as Red Hat's) allow all these three
operations to be performed in one step.  I suggest we adopt this enhancement to
increase productivity.

I assume qa.openoffice.org uses Bugzilla?  The new Bugzilla 3.0 supports this

This enhancement is being considered to be provided in a future release of CEE.
CollabNet Support will continue to track this issue internally and review it in
the corresponding release.
 
To clarify your query in your previous comment, qa.openoffice.org uses CEE's

This feature is available in Project Tracker, where the users can add
attachments & keywords while filing the issue - in one step.

Marking this as Resolved/Fixed per CollabNet's policy as the feature is
available in Project Tracker.
