http://qa.openoffice.org/issue_handling/submission_gateway.html is great, and 
would be even better, if it was better promoted ;-) 
 
'New' on every issue page (above, where New | Query | Reports | My votes ...) 
is located, should point there. 
 
Also, there should be a nice direct pointer there from the 'Contributing' page 
http://contributing.openoffice.org/index.html .

do you have any idea, if we are able to add a quicklink to the issue tracker top
links?
I didn't see something like that in Issue Tracker's configuration options.

AFAIK there is no way to add links to IZ pages. See also issue 34721.

It would also be nice to explain (in layman's terms) the 'difference'
between problems, bugs, and 'issues'.
