Currently OOo cannot create a new toolbar button design on its own.
It can not edit an existing button and reuse it for another button.

It can only use a BMP file placed in a certain directory. This requires an
external image editor.

But an internal button editor (such as provided in Microsoft Office
applications) would be a great feature.
