The help text for "tagged pdf" in the pdf export dialog is:

Tagged PDF
Selects to export special tags into the corresponding PDF tags. This can
increase file sizes by huge amounts.
Some tags that are exported are table of contents, hyperlinks, and controls.

But hyperlinks and the table of contents (bookmarks) are exported always, also
when this checkbox isn't selected.

all Help issues with pdf that had been fixed in hcshared04 had to be reapplied
and resubmitted in hcshared06. See issue 67578 for explanation.
fixed in CWS hcshared06 (will be integrated into OOo 2.2)
