I was designing a nice paragraph with an colorfull border but by clicking on the
user defined borders they are changing back to black.

You can reproduce it in this way:

Open a new document.
Define a new paragraphstyle (F11)
I have called it "Text body for Heading2"
Edit this style ->
 open the "Borders" Tab in the "Paragraph Style: ..." Window
Click on Default(Line arrangement) "all Borders"
Set them to Color "Sun 2"
-> OK
Reopen the Edit Window
Click in the User-defined Line-arrangement Borderpreview on the
right Border and set it to: Style 5.00pt and Color Sun 3
-> OK
Reopen the Edit Window
You see now, that the color is resetted to black and if
you click on the right Border in the preview 
the border disappears and if you hit OK it is disappeard.
Or sometimes it changes back to black instead displaying
the at this time used color.

Play a bit arround with this and you will see, that it is
reacting very strange and not like you expect it.

This is not a special WRITER problem, you also see it in CALC:

1. Open new CALC document:
2. Mark area with Cells B12, C12,B13, C13 by mouse
3. open Menu: "Format - Cells"
4. Select "Lines - Standard - Outside marked Area (second from left)
5. Select cokur "orange 1"
6. <OK>
7. Reopen Menu "Format - Cells"
   In the Previw the border is shown correctly, colour and thickness are 
   shown correctly, and if you click 4 times to one of the borders in the 
   "user defined" preview pane, it will be "orange 1" again
8. Now open again  Menu "Format - Cells"
9. Click on the right border in the  "user defined" preview pane, set thicknes
  to "5" and colout to "red"
10. Redoas per "7."
    expected: if you click 4 times on a border in "user defined" preview pane, 
              it should have old shape again, for example right border 
              "5pt red"
    actual: after 4 times click on border and <OK>, that border will be "reset"
            to standard 0,05pt black

I checked with 2.0 German version WIN XP: [680m3(Build8968)], NEW due to

It's the same behaviour as in 1.1.4, and I can't believe that this is the first
issue concerning this, but I am not abel to find an other issue.

May be that the dialogue works "as designed", but that is not userfriendly and
shoud be improved, because missing information concerning current border style
is annoying if you want to modify borders of paragraph or cell range with
different border styles in area.

Yes, this is annoying. And you are not be able to determine which settings the
border has had in the past, because if you click at it, it get set back to
standard black and size 0.5.

...It's the same behaviour as in 1.1.4, and I can't believe that this is the first
issue concerning this...

Probably no one has used it in this advanced way, because all had this weird
problem and have thought: "Hm, it is not working this way. Probably I make
something wrong and I do not understand how this should work and so I better
leave it."

MRU->OS: it looks, that the behaviour of this dialog/tab has never been recorded
in a spec. But the current is not intuitive.
When opening the border tab and a customized border setting has been applied
before, the 0,05pt style is pre-selected (which is not the problem). But the
first click into the "user-defined" border control will change the format and
this is not desired.
