Open a large (many rows and columns) table.
After pulling down the vertical scroll bar the first time, further downward
pulls only scrolls down three or four rows. 
For a table with hundreds or thousands of entries, use of the table becomes is
impractical. 
Apparently, the horizontial scroll bar behaves similarly.

Confirming with 2.2 on WinXP - dragging slider on the scrollbar moves by 4 
rows at a time.
