e.g. Issue the swriter command with the name of a new, nonexistent file as it's
argument. Currently the "doesn't exist" dialog appears. Alternatively, similiar
to gedit or abiword OOo could start, and create a new file given the filename.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
