Due to the spec doc http://specs.openoffice.org/calc/menus/FormatMenu.sxw line
255, there should be a Picture command in the Calc Format menu, as it is in
Writer. In line 328 of the spec, this command is called Graphic. In the
following two string lists, this again is called Picture.
In m117 I only see a Graphic command, no Picture. Please clarify

I agree that this is an issue to be resolved. However, the solution has to wait
until OOo 3.0

The concept phase for OOo 3.0 has not started yet. Put this task "on hold" for
OOo Later.
