I downloaded version 1.9.113 from the Indiana.edu web site. and unzipped it
using pkunzip.  Clicking on setup.exe resulted in the diagnostic cited in the
summary.  I also had this problem with version 1.9.104.  In that case I attempted
to resolve the problem by clicking on OPENOFFI.MSI. This resulted in a diagnostic
to the effect that the cabinet file could not be found.  Renaming the cabinet file
resulted in a missing file diagnostic.
