The dialog box :
 . File -> Export
and
 . File -> Export as PDF
are identical

In the File.Export dialog you can have additional filters which can be
added/configured e.g. in Tools.Package manager or Tools.XML Filter settings.
Also this dialog is used in OO Draw to keep the graphic export filters.
This currently works as designed.
