WW8: Thai justification not exported correctly

Within OOo, save a document containing paragraphs of Thai text with justified aligment as a Word 97/2000/XP .doc. Open the document within a Thai version of Word 2003. Observe that the paragraph is justified in a different way: in OOo the lines are justified by spreading space between character clusters; in Word the lines are justified by adding space to existing spaces, making for large gaps in the line. Note that Word is capable of justifying the paragraph in the same way as OOo, and this way is considered typographically superior. See issue #47801 for more background. A justified paragraph containing Thai text should be exported so that Word sees it as having "thai distribute" alignment. OOo needs to output a SPRM of 0x2403 with a param of 4 and a SPRM of 0x2461 with a param of 9. To reproduce this needs a build with CWS fr8fix1 integrated. I'm using a local build with SRC680m83+fr8fix1+thaiblocksatz.
