localized readmes for installation

In a completely localized installer of OOo, as it exists for the German language, a German readme showing up during installtion is really desireable. For 1.0.0 a German readme was maually put into the installers by the packers, but this was unecessarily complicated. (CC Amin) There will be readmes in many languages in the future, and putting them into the localied versions makes sense. Manually doing so is unecessarily complicated, so I propose to keep the current readmes in all languages in cvs a make sure the appropriate one is picked automatically, so the peope packaging the localized installers don't have to worry about this (as there a re usually a lot of other things to take care of).

the same could be said about localized helpcontent. Its a pain with 10ish languages to do this manually.
1.0.1 comes out, same problem: english readmes in german instalation sets, repackaging, two different versions out... This really should be avoided in the future, it's waste of precious time. Timon
removed ooo1.0 keyword in favour of target milestone "OOo 1.0.2".
FL: Will adapt readme tooling from SO for OO in December. Translation work could be done in the ne XML file then (but not by me).
