Openoffice BASE isn't an optional component at install

At install time Open Office BASE should be as optional as any other component to install or not as the user desires. But as such right now it is not listed and so cannot be unselected to install even though a person who does not have a JRE will not be able to run it.

yes, Base should be an optional component. It was missed to address this in time, so I consider this simply as an task. The base functionality is used from the other office components as well, so that it is not easy to separate Base as a own component without risk for other functionality (e.g. bibliograhy in Writer). the remaining artificats which can be identified as pure base components are not that big, that an own component is that an important requirement. It is also not true, that all base functionality requires an jre, so this dependency is not valid at all.
