When the window is too narrow for all buttons of a toolbar to fit, they are
available only via the arrows at the right edge of the toolbar.  Some buttons
have additional options.  For example, in Calc, background color, font color and
border have additional menus of their own, for colors or border types.

The problem that I have found is that these sub-options (colors, border types)
are not available from the right click-menu of short toolbars.

CJ -> SSA: We have this already discussed a couple of weeks ago. As already
planned for 2.0 we are going to turn the options menu of toolbars into a vetical
aligned toolbar. I've attached a mock-up showing a first draft of the "new"
look. Please ping me before you start with the implementation so that we can
specify the details. Thanks.

This enhancement requires substantial changes to several modules and  to the
window handling especially on Unix, where it is not possible to display floating
windows on top of menus (required by several controllers like the color chooser
etc.).
Major rework like this cannot be done for a product patch and will be scheduled
for the next full release.

I just have set 3 issues as dup of 25120.
Judging by this number I think the problem has to be addressed earlier 
than "OOo Later".

Right now the perception that users are having is that OpenOffice is broken in
this area.  It would be better if the buttons that don't work in vertical mode
simply did not appear until this enhancement is made.  Or possibly gray them out
and make them inactive.
