I just found this out the hard way:

If you submit an issue in Mozilla RC1, and an error results, text suggests you
hit "back" to correct the error. Upon hitting "back", the form is empty! Argh!

I highly recommend you display errors by reloading the form (populating the form
with the submitted fields, of course) and insert the "Error" text red bar at the
top of the form.

I suspect if you do, a lot more bugs will get submitted (as people won't go "Ah,
I'm too lazy/busy/annoyed to re-enter all of that text" as I almost did.)

 sorry, this is a limitation of the system we can't control, I 
think. We are soon moving to Scarab, a better, brighter, bug testing 
future!
