If the <instDir>/program/instdb.inf is missing, then setup program aborts 
giving the error message, that <instDir>/program/setup.inf is missing:

I aborted the installation during the Registration of the components on WinME 
(thought that the PC was hung because it took that long without obvious 
progress). After that I restarted the setup program from the installation 
directory, but it said, that the program has already been installed, and that I 
should use the setup program from the installed package. When I started that 
one, it gave the error message above, i.e. I could neither repair, nor install, 
nor deinstall the package.

I installed then the package on another PC (same OS), but still didn't find the 
mentioned "setup.inf". I saw however, that in the other (working) installation, 
there was this instdb.inf file, which was missing in my first, aborted 
installation. I copied the file over - and it worked.

As a proof, you only need to rename the instdb.inf in a working installation to 
something else and then start the setup program.

Hi Olli,
he is right, we bring up an error message with the wrong content. I
think  we should give better (helpfull) information in our error messages.

The Issue you raised has been marked as 'Resolved' and not updated within the
last 1 year+. I am therefore setting this issue to 'Verified' as the first step
towards Closing it. If you feel this is incorrect, please re-open the issue and
add any comments.
