Add estonian locale support to OpenOffice

Patch at address http://pezz.tkwcy.ee/openoffice/et-locale.patch adds estonian (et_EE) locale information to OpenOffice. XML-file can also be found at address http://pezz.tkwcy.ee/openoffice/et_EE.xml

Hi, I got a chance now to test estonian locale patch in real application. I fixed several bugs and created now a new patch against OOO_STABLE_1. It's tested now so I would be really happy to see it soon in some next release. New patch can also be found at http://linux.ee/~pezz/openoffice/et-locale.patch-2

In XML-file you can define starting day of week but it is not used in real application. In OOo preferences spreadsheet's list sorting options show weekdays sorting as they are defined in actual file. Attaching updated XML-file.

@Peter: changing te DaysOfWeek order wasn't a good idea, it MUST start with Sunday, see also the comments in i18npool/source/localedata_ascii/locale.dtd (OOO_STABLE_1) respectively i18npool/source/localedata/data/locale.dtd (HEAD). Otherwise calendar dates display a wrong day of week. Note that your data contained the PERCENT and SCIENTIFIC number format codes twice, and the TIME formats of type="medium" didn't have a default (which also pops up an assertion message box in a non-product version), I corrected both. Please take a look at the HEAD revision of i18npool/source/localedata/data/et_EE.xml since the file structure changed slightly and additional reservedWords were added, namely the 4 <quarter#Abbreviation> entries I set to K1..K4, please correct if this isn't right.
