HTML 3.2 as default HTML export

It is my opinion that OOo should follow open standards and specifications as much as possible so I would suggest that: The default HTML export format should be HTML 3.2 instead of Netscape Navigator 4.0.

Rather than HTML 3.2, wouldn't XHTML 1.0 with CSS be the way to go if one was to change the HTML output format? After all, OpenOffice is XML based already... CSS is supported by the vast majority of browsers now (admittedly, buggily in the case of IE, especially IE 4 and 5, and Netscape 4), and XHTML 1 can be handled by basically any browser properly compliant to the earlier HTML specs, as it's backward compatable. I must agree that removing netscape extenstions, if it uses any, would be a bad plan.
What is with issue? It need to be solved For me, trying to do colaborated work failed with these HTML-files, As it is impossible to have satisfying result when editing a HTML-file in OO.o aswell as in Mozilla. Lets say: impossible. To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
"It is my opinion " is not an appropriate reasoning. There might be some reasons to keep HTML 3.2 (last version without CSS, script, ... is "pure HTML").
