The Arrange function seems to be called unnecessarily sometimes. Up to 4 times
for a single formula. This might be a performance problem if it occurs during
loading and for the other cases it should at least be checked if it can be avoided.

Ideally the function should only be called once with an existing reference device.

Currently sometimes it is missing but in later calls the problem gets solved by
supplying a valid reference device.
