Open a web page in writer.  Select a picture with a hyperlink attached to it.  

i.  Go to Format > Character > Hyperlink -- the box is empty, though the picture
has an hyperlink attached to it.  

ii.  Go to Insert > Hyperlink --- Here also there is no entry of the hyperlink.

Further the context menu doesn't show picture related menu items. Somewhere the
link should be shown?

The Hyperlink dialog was not designed toi handle graphics. Only possible to
insert Hyperlink in text/button form.

I think OO.o allows to insert a hyperlink to a picture.  Try this. Insert a
picture from the gallery.  Right click the picture > Graphics...> Hyperlink
option is very much there.  Type in some URL. press escape key to take the focus
off the picture.  Mouse over the picture. The hand comes up.  click it. the url
will open in the default browser. 

Once, you insert a link, you cannot edit it.  This is somewhat tricky. So please
allow the relevant context menu items.

OpenOffice.org Issue Tracker - Feedback Request.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
