Setup should warn if user wants to install Office into a non-empty folder. This
can help the user to not overwrite a previous installation.

Because of limited resources we have to re-target this issue to the next
release. => set to OOo2.0.1

currently there is no way to enforce that behaviour in the Windows MSI. pushing
this to later

FL: Currently we have a bug count of 300+. We definitely need to fix this issue
for OOo 3.0 to avoid these problems on updating from an older or beta version of
OOo again. A not starting application is not acceptable for what ever reason.

IS: Problem should be minimized by task i59447. Now also a beta (m78/m79) is
detected as old product. SO stopps installation if the beta is found, OOo
deinstalls the beta 
-> most reported problems with installation into existing directory are fixed.
