Open OO.o writer, Tools > Customise.

select any of the toolbars from the available list.  e.g. standard.  Click one
of the listed items under the list [e.g. new from template ] and drag to drop it
to the standard menu [which is normally visible, if not any other toolbar
visible]  The item could not be dropped.  

I would request to allow drag-and-drop facility to this case also.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
