Stop re-entering of data during install

Why do we make people agree to the liscense twice and enter their name twice. If I they enter their name once, shouldn't that be enough? (BTW: I think this part of my issue is the same as #39230, but I can't tell.) And, why should they have to agree to the liscense twice? This seems repetivie and annoying. Additionally, solving this issue, could also help resolve issue #33624, because it will eliminate the need for the liscense agreement to appear twice. Thanks, Peter
