- the programmodule shouldn't  be a submodule of the application module
- by now you can install a 'OpenOffice.org Writer'  without the Programmodule
- selecting 'OpenOffice.org Writer' should install the Programmodule automatically
- UI related!

Set to P4, because currently we have enough other issues in the setup which need
to be fixed first.

Since I am the originator for this issue, I am going to change the target to
Office Later. It clearly is an improvement of the existing feature, and it
hasn't been reported as critical issue by customers so far.
