The checkbox on tools/options/language-settings/languages is initialy checked.
If the language settings (above these checkbox) is changed in a way that the
decimal seperator will change (eg from , to . ) , this change won´t work until
the checkbox was unchecked and the dialog was closed once. After the dialog has
been opened again and the checkbox is checked again, every further changes will
take place and no more problems will occur.

os->ssa: The settings of the Application class are updated form the
configuration item (SvtSysLocaleOptions) also in the initial state (where the
decimal separator flag is set) but the setting is not used.

In the desktop project, the old app settings were stored before
SvtSysLocaleOptions was constructed, which in turn changed the app settings.
Then the old settings were restored which effectively switched the decimal
separator flag off again. Nasty side effect...

I am sorry but I am using 1.9.69 and the problem continues to exist.
If you unload OOo and load it again you will still have "." being assumed as 
the decimal separator instead of what is defined in the options (checkbox is 
check and still point is assumed).

Please wait until the fix was integrated. This task will then be closed and the
fix will be available in the next milestone thereafter.
