I'm sorry I do not know exact name of toolbar control which allows to customize
toolbar. This is thin vertical stripe with small arrow at the bottom (and filled
with gradient).

This control has rollover effect (it becomes blue when mouse pointer is over
it). The problem is that this control redraws itself when mouse pointer moves
inside its bounds. It causes flickering: control becomes gray and blue.

CD->ssa: Please have a look as you are responsible for the little arrow at the
end of a toolbar.

I can confirm it on SuSE Linux 9.1 (KDE 3.3.2)  
All toolbar icons flicker when pressed, and the little arrow in the toolbar 
flickers when moving the mouse. 
The icon highlight when moving the mouse over the toolbar feels somewhat 
flickery, too.
