When accessing directly this link from the Brazilian Goverment Site, we get 
an "Anormal API Call" error. When we download the file and then try to open it, 
the OpenOffice freezes

Problem with the form controls in the document. Should be fixed in OO 1.1.4
(available soon). See issue 30841.
