Reproduction:
1. Open a writer document
2. Tools/Customize
3. Tab menu
4. Add a menu 
5. Add command to this menu
6. Add the same command again
-> The office will crash, stacktraces have been submitted, Stack-ID is 105006

This is a duplicate of 35172 which is fixed in the docking4 CWS which is
integrated in m63.
