If no OO windows are opened and quick launch isn't active, opening documents in
Windows explores tries to open OO but OO crashes.

reproducible with Win98 SE,

also sent in crash report.

crash seems to be severe, because explorer will terminate afterwards, then
Windows needs to be restarted (at least on Win98 SE)
