EIS doesn't show changed files for cws's even though the commit descriptions
start with #i<issue-num>#. E.g. #i35984# for something that got committed to
cws vq04.

CWS vq04 is still in state 'new'. You cannot see any files in EIS until a CWS
has been integrated. Until than only modules are shown.
Of cause you can discuss about the usefullness of this behaviour, but at least
it works as designed.

There currently is no cost effective method to implement such a feature. The
relationship between a relative high required implementation efffort + bad
expected performance and a relative low feature gain makes this a P5 issue.

bei->mh: EIS only get´s to know about which files have been touched by the cws
tools at integration time. Showing this information before integration would
mean a major implementation effort requiring something like permanent queries to
the Mercurial Repository. I currently would think this is not worth the effort.

EIS got replaced by the apache infrastructure
cws -> svn branhes
