In a text document, type in two paragraphs (even just a few characters). Place
the cursor at the beginning of the last one and press Ctrl+Enter to insert a
page break. Now choose that paragraph's properties (Format->Paragraph), 'Text
Flow' tab, there is a Page Break enabled. Check the 'With page style' box and
change 'with page number' to 3. Now, the output looks correctly on screen (there
are still two pages, only the logical page number, as displayed e.g. if a 'page
number' field is added, changes), but if the document is printed (=exported to
PostScript) or exported to PDF, it appears to be 3 pages long: one blank page
appears in the output before the paragraph where the page break is.
It also seems that if I don't press Ctrl+Enter, but go to the second paragraph's
properties right away and enable exactly the same options as described above,
results are the same.

Yes, that has been a problem for many people and goes on more than two years.
