I find the following very frustrating:

Take a Hebrew file (as attached) which has (reading right to left) a Hebrew word
followed by an apostrophe. 
Copy this word and its apostrophe to a left to right document.
The apostrophe moves to the other side of the word, rather than being on the
same side where it had been.

For example, let's say I had a Hebrew word with an apostrophe (read this right
to left)
'KOOB

When one moves it to a left to right document, the word becomes 
KOOB'

This causes havoc in reading the Hebrew, especially as an apostrophe is often
used in Hebrew to denote a word abbreviation.

In English, you might have an abreviation like "approx.", which everyone
understands to be an abbreviation of "approximately."
However, what would an English speaker understand if he found ".approx"?

That's why this is a really big problem in Hebrew.

Duplicate of issue 18024. Any character without an explicit direction will cause
these problems, since the unicode bidi algorithm cannot determine on which side
of the previous word it has to appear.
