discussed this problem in users mailing list, could not find a solution/reason..
.

see attached document. two styles, default & test. page layout for both - right 
and left. inserted a page break, set "change page number" to 1. page count is 3. 
as i try, i can't find a reason for it being 3, so i assume it's a bug...

OOo assumes always duplex print with odd numbers being on the right side.
Therefore an empty page is inserted, so that your page "test", which has
pagenumber 1, will be printed on a right side.

As regina pointed out, this is a duplicate to issue 3910. Currently this works
as designed, like a book layout.
