Of course in this case it is not a bug. You restarted the page
numbering on the second page with Page Number 1 (have a look in
Format/Paragraph/Text flow). Because odd page numbers always are right
pages, there MUST be a blank page between two pages with number 1.

This needs to be reopened.  The issue is a bit stranger than that.  I 
will attach an example where it happens in 1.1RC1.

To reproduce:
Open a Blank Page in Writer.
Assign it "First Page" page style.
Insert/Manual Break/Page Break and set the new number to 1 and the 
Page Style to "Left Page" (as a "First Page is normally a "Right Page
".
Note the pagination (File/Page Preview).
Backspace over to remove "Left Page" and do it again, chosing "Left 
Page."

Note that both methods (if it permits it) will produce an extra blank 
page.

Now, modify First Page style to be "Only Right" and repeat the test.  
Do the same with "Only Left."

I have only been writing professionally for 35 years so I may not know 
what I'm talking about, but that is a defect.  There should *only* be 
an extra page (and never more than one) if both the first page and 
second page are the same ordination (odd or even).  OOo does not 
follow this obvious convention except by the truly odd ruse of setting 
the first page to "2".  The extra page shows up in Page Preview as 
well as when printing.

This is even worse with Master Documents where we get up to three 
extra (uneditable) blank pages.  It works, indeed, but works wrong.  
It's a bug.

This issue should be re-opened, as it still appears to be an issue 
in version 1.1 rc2. 
 
This "feature" only makes sense when printing double-sided (to keep 
odd numbered pages on the right side).  If only printing 
single-sided, it is a valid bug.  Changing the printer settings has 
no effect. 
 
If I wish to over-ride this feature, there doesn't seem to be a way.  
It would be nice to have an over-ride option somewhere in the Page 
Format.
