In the attached document, there should only be three numbered paragraphs, but
the successors are also numbered

FME: Most likely there seems to be a '!' missing in front of
InvalidOrToBeMergedTabCell() in ww8par3.cxx. See issue 31607.

I believe this is still happening in 1.9.84 but I can open a new bug if anyone
