open a new document, write some text. enable change recording, select some text. 
format -> case (choose the opposite case). this change is not recorded.

The settings in "Format.Case" are no real formattings (does not have influence
on the settings in "Format.Character.Font Effects". Track.Changes feature does
only record changes in formatings and Insertions/Deletions. This is also
industry standard and other word processors work the same.
